Reading the current time and date involves the [[Ernie#Syscon_Scratch_Pad|Syscon scratchpad]] and a [[SceSyscon#SceSysconForDriver_D7BEFF8B|Syscon command (0x11)]] that returns 2 * the number of seconds the Syscon has been running.
The scratchpad value contains the timestamp when syscon "started" running, so if you add those together you obtain the current time.
